Hey Roja,
You can control who can move tickets on a board in two ways.
1. Update the Permission Scheme associated with the project to modify the Transition Issues to only those who can move issues for the entire board.
or
2. Place conditions on each Transition in the workflow to limit who can move cards to those statuses.

Is it possible to lock a specific Kanban board within a project that has multiple Kanban's so that only specified users can move tickets on that board?

Movements on boards are related solely to the workflow. Multiple boards can use the same workflow or each board could use a different workflow. So the real question is related to the workflow itself.
Now, even though multiple boards or projects share the same workflow, can you still limit who can move the cards by project or by user? Sure! We do that all of the time. You just use whatever combination of Conditions on the workflow transitions that you need.
