Last time I checked this is the only "documentation". Depends on what you need to know - the open source licenses are free to use and are basically the same as regular commercial licenses. You just have to meet the mentioned requirements.
Just do these steps and someone will reach out to you:
ok- so there is no special set up required here . it is just some discount code applied?
can some projects be private and some public on this site?
and im currently on standard , if we were to get this license and then move to premium later - what happens? discount no longer applies?

Yes, Atlassian should just apply the open source license to your instance, which makes it basically free.
All of the projects need to be public unfortunately.
From this sentence "Atlassian’s Standard cloud products are free for any open source project to use", I assume the discount is applied only to Standard plans, so I suppose when you switch to Premium, you will be billed for that.
However when you fill in the request form, someone from Atlassian should get in touch with you, so you can confirm all these details directly with them to be sure. If not, you can get in touch with Atlassian Sales support here - https://support.atlassian.com/contact/#/
