Hello @REVANTH SIDDU
Welcome to the Atlassian community!
Jira does not natively support extracting counts of issues per assignee for the purpose of generating an email.
Can the manager access Jira itself? If so, you could set up a Dashboard that includes the Two Dimensional gadget to show a table of counts of issues per assignee, based on a saved filter query (or project) that includes the developers and all their assigned issues.
@Trudy Claspill Thanks for the response
Yes he can access the Jira . So, is there any Template or an example that you can share it to me
Thanks In Advance

Are you familiar with how to create a Dashboard and add gadgets to it? If not, take a look at this documentation.
https://support.atlassian.com/jira-software-cloud/docs/create-and-edit-dashboards/
That page includes an additional link to another page about adding and customizing gadgets.
After reviewing the documentation and attempting to create and share the dashboard, let us know if you still have questions.

I created and shared the dashboard using Shared Dashboard feature but is there a way can we send in an email this dashboard on a weekly basis

There is not native support to email that particular form of output automatically.
There is an app that supports exporting it as PDF, but it is not currently possible to automate emailing that PDF. You can see that discussed in these posts:
https://community.atlassian.com/t5/Jira-questions/Emailing-Dashboard-report/qaq-p/1658750
There is also a change request for Jira to natively support exporting Dashboards:
https://jira.atlassian.com/browse/JRACLOUD-73429
There are also third party apps that allow you to build custom reports. I found one such app that also supports letting users subscribe to their dashboards and receive the third party app's dashboard as a PDF attachment in and email.
EazyBI Reports and Charts for Jira
email-customization-for-dashboard-subscription
That is just one such app. I've never used it, and there may be others that provide similar functionality.

Thank you, @Trudy Claspill, for mentioning EazyBI Reports and Charts for Jira.
A new feature in eazyBI allows users to set conditions for report values and receive emails when a value reaches a specified limit.
For more details on the report alert functionality, please, see the documentation: https://docs.eazybi.com/eazybi/analyze-and-visualize/create-reports/conditional-report-alerts.
Best,
