Wondering if anyone would like to suggest potential options here.
In a world where I can't use Jira Align, I want to look for a solution to serve our needs below.
If we build a Level 3 issue type and call it "Program" or "Business Goal" it would encapsulate large-scale projects that are part of our strategic objective and the feature(s) could be used/benefit many product teams.
The single parent/child blocker means that initiatives cannot be mapped up to multiple business goals.
Any suggestions on overcoming this within the realms and capabilities of Jira Cloud?

You are right if you want to use an issue type to represent goals. But since recently, Atlassian offers an actual Goal concept. It came original from Atlas, which is now being incorporated into Jira / Atlassian Home by default. That should allow you to link (even multiple) issues to the goals they are contributing to.

But can those Goals be displayed in a Jira Plan to show progress against them via the actual progress of each initiative and/or epic that is linked to each goal, versus just monthly Atlas updates?
