Are you working with a Team Managed project or a Company Managed project? It will say at the bottom of the navigation pane on the left.
Is it a Software, Service, or Business/Work Management project? This is usually shown at the top of the navigation pane just below the project name, except for Business projects where no category is shown below the project name.
Is anybody able to create Epics in the project?
Is Epic an available issue type for the project?
@Trudy Claspill . I have created a company-managed project and I have assigned 'Member' role to one of my team members. However, he is not able to create Epics.

Capacity Planning can be done with Advanced Roadmaps, which is a feature available in the Premium plan for Jira Software.
If you don't have the Premium plan or don't want to upgrade to the Premium plan, then you will need to look at using a third party app.
