We need to migrate a Jira SW server v6 to Data Center. Is it necessary to migrate first to jira server v8 and then to data center?

Support to Jira 6 was stopped long back by Atlassian. It is better you upgrade to latest version of Jira software at the earliest and then start the Server to Datacenter migration.
Please note: Atlassian does not provide support for instances on versions that have reached End of Life. The only exception is for assistance related to upgrading from your EOL version to a supported version.
For versions that are supported, you can raise issues via https://support.atlassian.com.
You can find the new version and their release notes in https://confluence.atlassian.com/jirasoftware/jira-software-release-notes-776821069.html and the Date for End of Support/Life for each presently supported versions in https://confluence.atlassian.com/support/atlassian-support-end-of-life-policy-201851003.html

To migrate from Jira server to Jira DC, you need to get the license for Jira DC and apply it it the jira server. This will auto change your server to DC version.
Once you applied the license, you need to Set up your cluster.
