Migration of Jira from one instance to other with different versions:

what is the procedure to migration? How about the approach of project by project?

or Do need to do single cut-over migration of entire instance?

Note: Both the instances are actively running and target instance is a huge one with 1400+ projects. And they don't have add-ons like Project Configurator and Configuration Manager for Jira.

Please suggest / advise...

First, moving a database from one to another requires the target system is the same or higher release (providing the source system can be upgraded to the target version)

The bigger issue is you say the target already has projects. That means you can't move the the source to the target with the built in functions of importing a JIRA backup from the source as it will OVERWRITE the target system. There is a paid plugin, Project Manager, that allows you to migrate projects to a different instance providing both are running the same JIRA version.

Search for it in the marketplace. I know about it from past discussions, but never used it. I believe they have a license for just one use, which it sounds is what you want.
