We are using an external AD for authentication with local Jira groups. When we migrate we will switch to a different AD. In addition we will be changing the email address for all our users as our domain is changing. I'm thinking I migrate users and groups separately, change the email addresses, then connect to the new AD with Atlassian Access and deal with the groups/roles etc. Fortunately this is a very small instance with less than 50 users so manual work isn't a huge burden.

Based on what you're describing I would personally do the AD migration work done first, then do your Jira migration. The reason I say that is because then you can validate that your AD migration was done successfully with your server environment being intact still.
Also, from experience AD migrations are a lot harder to do than a Jira migration is. And Jira migrations are quite hard enough as is.

Thank you for the advice. However, we are not migrating the AD. We are no longer using one owned by a different company. It's complicated, but we are using their AD at the moment and will be using ours when we move to cloud.
