as you can see in my screenshot i am missing the attachment option from every textfield when i am creating an issue. Is there a way to enable it?
Please check your permissions. May you your role user group does not have permission to add attachment.
Please confirm this with the admin.
I am the admin, and from time to time this is happening to me.. it might be a bug

Being admin means you can do admin things, not "do everything". As an admin, you can check the permissions to attach files in the project permission scheme
