Moving Story to Done with Open SubTasks

We have had trouble with our developer's moving a story to Done status when not all subtasks are in the done status.  I knw there is a way to have a pop up when they try to do this and a way that it can be stopped from moving the Story to the Done status when all of the subtasks are not in either the Done or Closed status.  How do I set this up.  I thought it was out of the box set up, but I guess I was wrong.
