One of our user on Jira have been experiencing this issue where the top navigation "Your work", "Projects", "Filters" etc aren't working, it's like instead of a link to the sites/pages, it just shows like a text and does nothing when you clicked on it.
Tried the search feature as well, but you can only type in the input box. No suggestion of tickets, or anything else happens.
Is there anyway to fix this? Tried it on Chrome, Mozilla and Explorer, as well as Incognito mode, but it wasn't working.

The Behavior you are describing sounds buggy and I would like to take a closer look at what is going on to see if we can narrow this down a bit.
First thing that is standing out is that it is specific to a single user, so I would suspect either a permissions issue in Jira or a local configuration on that users system possibly blocking resources in the browser.
I recomend the following two tests as the initial steps to see if we can rule out browser behavior and possible Bugs:
Also if you can grab a screenshot or video of the behavior where working compared to the non working version would be helpful as well so we can see the behavior in action.
Next on the permissions mentioned by @Michael_Kenneth_Zromkoski check the users system access first, then verify they have Project level permissions for Browse Project in at least one project:

Honestly, I am not sure how it was fixed. The userhave tried alternate Browsers (Edge, Firefox, Chrome, both normal and incognito mode) and it wasn't working. However in a virtual machine, it was working fine. So the should have been tied to the machine's settings and some file by some error that we couldn't find.
As to the details, I can't be exactly sure. Our company roll out another GPO and it seem to have made his Jira worked normally. So... Would have like to pick it up and check if there was any bugs or code that cause the issue... but not sure how to anymore.

It sounds like a console error or it just displays in txt because thats how they verify the domain.

Do you happen to know how I can fix this? As everyone else (at least no one else mentioned the issue yet) doesn't have this issue, but just that 1 user.

The one Use Created a console list anonymously and huge companies like Microsoft and Google didnt know the code so they rewrote it with extra commands. and messed up there own command line and list in there console so know there looking for the user who has the authority or right to the system...im still currently new here as in making a profile even tho im synced in the cloud. Its more like a hidden element in the console log or ai system because theyre trying so hard to control the script.

Okay, do you mean the Admins that have the access over Jira for the company?
I do not think we tried to mess with the system, and the user was fine last week before they reported the issue.
The user is currently using a virtual machine and it is working fine on it. So I am not sure if it's an account issue or a local issue.
But you did provide something interesting to read about. Where does one access the command lines, script or console that you mention?

The Virtual Machine huh do you know what it is called by any chance? And im not entirely sure tbh im still kinda new but ik some info and yes most likely the advisor over jira because there an original admin of the console. at least i think so anyway.

So the user can use it perfectly fine on the Virtual Machine (VMWare), and apparently on Internet Explorer.
It would make a lot more sense if the issue happened the moment the jira update was completed, but it happened a few days after.
Could you elaborate on what you mean by "permission for jira"?
