I noticed the new navigation is now in my free Jira plan and I noticed one of my users can edit the project navigation tabs and move the order of the columns. I double-checked this user and they are not a project admin so I'm unsure if this is a bug, expected in the free plan, or if I missed where I can limit who can make changes. I am trying to prep before this is turned on in my standard Jira plan but I am concerned some of my users will inadvertently edit our project boards.

The Free subscription does not support customizing permissions at the Project Level.
In the Free subscription of Jira all users who are granted a User license for the product have the equivalent of Project Administrator access in all Software and Business projects on that site. This information is called out in the following document.

I have not yet found documentation that specifically mentions that reordering the project navigation tab order across the top or order of columns in the List view can be or is already restricted to Project Administrators.
