No permission but get the notification

Hello, I have a question, 

Can I achieve that I get a notification that issue is created if I don't have permission to view the project? So I could have a separate email just for notifications but not waste a license.

I believe so. Go to the permission scheme and chose the option as shown on the image attached. Please let me know if it works.

You can get notification for an issue only if you have access to view the issue. Either the user should have permissions or the project should be open for Anonymous access. In the first case, the user will consume a license.

You can take a look at the marketplace to see if there are add-ons that notify to non-users. Or you can check the feasibility of notifying to group email addresses.
