Have recently created some example boards to show how Jira works. I am the site admin.
I am attempting to assign a team member to a ticket however they do not display in the drop down box, only my name does. They can view the ticket themselves and assign it to them self or they can assign to me and they have only user access. I have checked all the permissions when are set to any user can access so I am a little stumped as to why they do not show in my drop down box.
Can anyone help?

There is a specific project permission in order to set the assignable users. Please check permission scheme associated to your project and check users/groups for "Assignable user".
Only people in that permission can be assignable users. Moreover, an assignable user is a user that should have access to the application.

I had a look again at my access, even tho I was admin, it did not specifically say I was a user so I added my self as a user too as well as checked the "assignable user" it seems to be working now so that may have been it.

Did you also check the global permissions in Jira?
There is a permission called Browse users and groups. Users need this permission in order to "view" other users in dropdown lists, when mentioning, etc...
