No users showing up in searches when trying to assign lead to project and add watcher to issue

In my cloud JIRA instance I've been trying to

1) Assign myself as project lead. Search box returns zero results.

2) Add watchers to some issues. Search box also return zero results.

You might not have the "browse users" global permission.
You need to ask your administrator if it is the case.

yep, if you are not in a group that has "browse users" global permissions, you won't be able to browse users.
