Not able to pop up edit screen to edit a single field

Hi All,

I have two different projects, in Project A whenever I see a work item and try to edit any field, hovering on pencil shows edit in dialog, and clicking on it pops up edit screen, except for one of the user picker field. Please note, I have same screen for edit/create/view screen. Another Project B has also many fields, but when I hover over editable field pencil, it says click to edit, and do not open dialog box, and here also all three screens are same. Could you please help me get opening of dialog box for edit screen appear for any field that I would try to edit in project B? Relevant screenshots are added:

Welcome To Atlassian Community!

Inline editing is available in Jira for some of the fields but some of the scripted field or fields coming from the third party will not work with inline editing.
