Not able to suspend user I am a site admin

Hi,

I have a User Management access earlier and I used to maintain new and exit users access, recently I am able to suspend the user access though I have a site admin access now. but from last 4 days I suddenly lose access to suspend the user, still I have site admin role. How this happens all of sudden? any changes happens form jira side? or it might be a cause of someone chnaged the group level access. I think site admin is a default group so no one can change this access level.

Please suggest.

From the docs, it looks like site admin should be able to do it:
