Not seeing how to disable notifications for a project to a certain person

I see how to get into Notifications setting of the board, but not how to disable it for any specific person.

Someone created a board, I'm an admin of the whole Jira cloud install, so I get everything even from irrelevant projects to me.

If I try to search for how to do this, I'm only seeing replies from Atlassian saying it's not possible on next-gen projects for "simplicity"... but this is not desirable, and we don't want to lose other features of next-gen.

You can't disable notifications for individual users. This has been asked for for years. The closest thing is individual users can disable notifications for updates they make. The JIRA administrator can have that set as the default before users are created. I haven't setup a new instance in a couple releases, but the default was to be notified for your own updates.

Well, I can't re-create users, and the default appears to be everyone on the team gets all notifications possible for every project, so just to clarify: I have to re-construct the notification schema for the project (that I didn't create by the way) then click to add all relevant people to the project but not people who will not be participating in the project even if they need to see something in the project sometimes?
