Can you add the improvement about if anyone change the person assigned on one ticket, notice to the first person to dont do anything on this ticket?
step 1. assign one ticket to one person. This person recieve the notification via mail.
step 2. reassign the ticket to other person. The new person recieve a notification, the previous assigner no.

If you want to ask Atlassian to change functionality, you will need to contact Atlassian Support directly. This is a user community and we can't change the native functionality of Jira.
However, if you explain the problem you are trying to solve, we might be able to suggest a work around that you can implement yourself.
Do I understand correctly that when the Assignee field is changed, you want to send a notification to the person who was the Assignee before the change?
yes, exactly. Because if you don't know than the assignee changed, maybe you start with the ticket when other person are working it
