Hello.
We have configured our notification scheme in Jira to not send out notification emails when new issues are created, other than to a few selected users.
However, after signing up two new users (both of whom should not be getting notification emails on new issue creation based on the notification scheme), we have found that notification emails are being sent to them when new issues are created.
I have examined the schemes in place for all projects, and on a per-prohject basis, however none of them are set to send notification emails.
I'd be greatful for any advice on where I can check determine why these user accounts are being sent notifications in spite of the rules set up on the scheme.

Have you check if those users are members of any groups/project roles which are being called out in your notification scheme?
In addition, are there any automation rules setup against the projects that are triggering the custom email notifications?
