I would like to send an email based on event

1) As a stakeholder, I want to be notified when something major happens, so I can be in the loop.

2) The email should have a nice format and have relevant information.

3) As a Jira developer, I want to have a generic function that allows people to be notified, so I can reuse it on different projects.

@Victor Mutambuki answer will work as long as your definition of 'something major happens' is a transition. Only a transition will trigger a notification event. "Nice format' is a big ambiguous, but the standard templates should work. "Relevant information' is also ambiguous. The different templates send specific information.

Can we use some add on to accomplish this instead?

None I'm aware of. You first have to better define your requirements before even starting to look for a plugin. With good requirements you may be able to do it with scripting.

Sushma,

Go to your Notification section in JIRA - Edit Notification - Add notification.

Remember to make a copy of the Notification Scheme that's if you don't want all your projects to use the same.
