We want to use Releases to show what functionality has changed in our various software releases but our offshore developer, who can access Jira, is unable to access Releases. Is there a security setting or permissions that needs to be enabled to do this?
Hello, is this project a jira "software" project? Does the user have access to view developer tools?
Yes it is and I have to find out the answer. Would he be able to post into Releases if he did? I am able to and am surprised he can't.

I poked around a bit and wasn't able to reproduce based on rights in a test instance I use. Some notes I came across:
in JIRA7.0, if there are no component or version defined for a project, the component and release icon/option won't be showing from the left panel bar on the Scrum. Only if there are component or version defined for the project, then the icon will be visbile.
From JIRA 7.2.0 Server onwards we are featuring new version and components page.
This changes when the icon are available on the toolbars and when are not:
What version Jira are you running? Any marketplace addons that could be impacting? Have you compared the offshore developers account vs a working account on the same project?
