I have bought this starter licence for self managed server. This is shown as one time payment, Perpetual licence. But after I purchased and checked in my portal, it is shown as yearly licence. May I know what happened?
When you buy a licence, it is for one year of usage, support and maintenance. You can upgrade to any version of the software released during that year, and yell at Atlassian for help at any time.
After your first year is up, you lose the support and maintenance. You can't yell for help and you can't upgrade to a version released after the end of the year. But, the "perpetual" part applies - Jira will continue to function as it did before expiry.
There are other things that will happen when it expires - most "apps" will stop functioning unless you re-licence them, and the core of Jira will nag your admins about being expired. But the main issue data remains your data and you can continue with the core issue-tracking functions after the year ends.
It's also worth noting that the Starter License allows up to 3 years of updates and technical support.
