Would it be possible to restrict the possibility on creating or editing a issues that only users with the roll developer can assign labels to the issue?
As @Tarun Sapra said JIRA doesn't support field level permissions. Another option is to put the labels on a screen shown during a transition restricted to a user role and only put the field on the view screen.
