Open Create Screen via URL

Hi, 

I have a SharePoint wiki with help files. I want the user to be able to click a link to create a ticket in Jira if they didn't find the answer they wanted. 

No need to create the ticket via URL, simply open Jira at the selected project and the create screen with issue type. 

Can this be done?
