First thing first, make sure you have Atlassian Access purchased and setup in order to setup SSO. This is needed also if you are planning to also connect to your organization Active directory.

Thank you for the response. The problem is that I am having an issue verifying the domain. All of the listed methods on how to do so do not apply to the way Jira is set up for our organization. Do I need to contact support for this as well?

The domain need to claim and verify first before managing users in your domain. If you have issue claiming the domain, it's better to contact support as to see why the domain can't be claimed and verified. Possibly may have claim it already.
