Is there a way to give a certain group in Jira the ability to admin DVCS accounts without being Jira Admins.

A marketplace plugin called Delegated Project Admin allows you to let non-admin users do things like add Custom Fields that would normally require admin access. Unfortunately it doesn't include DVCS accounts in the things you can delegate out.
What system are you connecting to? I'm curious because I found while I was a Jira Admin, I needed to add Github repositories myself because the size of the initial sync often hit Github's API rate limit (and failed to sync initially). I frequently needed to contact Github Support to temporarily increase the limit so I could get the first sync done. This made it unreasonable for non-Admins to add repos in that instance.
I also wrote a SQL query to show which repos were and weren't connected to Jira and embedded it on a Confluence page. That seemed to solve the need for admin for most users, as they simply wanted to confirm a particular repo was set up to sync.

Thank you for the reply, we will be connecting GitLab Enterprise Edition and Jira Data Center.
Do you mind sharing the SQL query you have used to show if the repo is connected or not?
