Permissions required to create a kanban project

I have given a user administer role (not including billing), but he still can only create an Agile project.  What permissions does he need?  I do not want him to manage billing.

If I take him out of site-admins, then he cannot select a project template.  I want him to be able to select a project template.  I don't want him to have access to billing.

Hi @Suzanne Beauchamp ,

 

Make sure that user still have "JIRA Administrators" global permission which will grant him the permission to create a project.

Hello @Suzanne Beauchamp,

 

Based on your description , I assume you are working on a cloud environment and user who you gave administer permission is able to create a project and is also able to view billing information.  If this is the case and you want him not to manage billing, please make sure that the user is not part of the group "site-admins" 

If you feel that my answer is not relevant to what you have asked, please provide more information (describing what groups the user is part of)
