Permissions to move issues to another project

Hello... We do use Jira as our PMO overview. Each issue represents an existing project going through the classic project management phases up until it reaches the "closure" phase. After this phase is completed, we move the projects (issues) to the archive (another project where we store these issues).

Now I do have a struggle to give PMO team members the permission to move the issues to the "PMO archive" project. They do have access to both projects and the have the permission to move issues to other projects. Only the "PMO archive" project is not appearing in the drop down list where they can choose the project to move the issue.

What can be the solution?

Can you check that users have the create and browse permission in the target project.
