Region based permissions (Israel)?
Are we able to assign permissions based on a region? For example, if a ticket comes in from a customer in Israel, can it be assigned to the Israel team?
There's a fundamental question that determines quite a lot about a possible answer to this question. I don't want to write several "maybe" type paragraphs, it's better to ask it and then concentrate on a more focussed answer.
Jira does not have any function that looks at where someone is located. The question is "how do you know where a particular user is from?"

What are you running - JSD?
If so, you might be able to do that with the system automation (not the project automation). You will probably have to list up the domain ending to identify this.
I am pretty darn sure you can do this with scripting and 3rd party app, like Scriptrunner.

3. How you get the tickets(hand-created, mail-handler, JSD-portal, etc)?
4. How you want to know the region? Based on what criterias(mail domain)?
5. Do you already use any security-levels in your project?
