When I started with JIRA, I saw people showing up as their initials. Then about a week ago, I started seeing the blue sticky man profile for all users. I changed my profile to be a picture and when I get into the board, I don't see my picture and pretty much see everyone as blue sticky profile.

The primary thing that can cause the user Avatars to fail to load regularly are network firewall rules filtering out content or browser add-on extensions.
Browser extensions that alter javascript on page loads, css modification tools that alter page layout, or text injection tools, like an add blocker as an example, or grammar checking tool, or form filler extensions.
Check out "This Troubleshooting Guide" that gives a really good breakdown in items to look at on the browser level but I would recommend launching an incognito/private browser window to disable all extensions as the first check then run through the other items listed, noting that the option to bypass proxy configurations only applies to locally hosted Server applications and does not apply to a Jira Cloud deployment.
And then some additional information on possible content blocks on a network firewall that could be occuring would be if the Network ranges or cloud front addresses covered in the following KB are being blocked or filtered on your network:

So we tried something, we added pictures, and they are showing up.
I liked your idea of going incognito, but that was the same result.
Weird thing is before it used to show the initial (when I say before, about a week or 2), now I see the blue avatars. People who upload their pictures are ok, so I don't think it's firewall related.

Sorry Earl meant to say one other thing, I was showing up 2 weeks ago as EM. Then blue avatars, now I have my picture up.
But coworker was showing as J, and now he is a blue avatar.
I know it's a nit thing, but it makes it difficult to tell who is who if you have 10 people on the project and almost 8 of them haven't uploaded their pics.

I did a bit of digging on this one for you and found that this was a combination of a feature roll out for GDPR compliance relating to avatar pictures for the users Atlassian Account in our Identity system using the linked user profile images that caused a BUG in the avatars rendering on the instances causing fluctuation between the default avatar and user initials.
The Bug that was triggered is tracked being here:
The workaround to correct this is what you already discovered of re-uploading the avatar images.
