The team has a scrum/software project set up, but when clicking on the planning poker it is not loading as it says its not a scrum project.
I have looked into the settings of the project, but have not been able to resolve this issue/
Has anyone had this issue or know how to fix this issue?

There is no built-in planning poker feature for Jira Cloud.
That screen grab appears to be this addon product from the marketplace: https://marketplace.atlassian.com/apps/1224759/agile-scrum-planning-poker-for-jira?hosting=cloud&tab=support
I am not using that tool, and I recommend you contact their support directly for assistance. Also that is a "freemium" tool, so it is only free at 10 users or less. Please take that into account when you contact their support. Thanks!

While there are "Poker Planning" only apps, have you ever considered using a more versatile whiteboard for those sessions (and for the rest of your agile planning meetings)?
Collaborative whiteboard vendors (including us here at Klaxoon) have a lot of great templates which integrate with Jira.

Another option you only need 3 minutes to install and get started is using a tool without limitations, such as Smart Guess for Planning Poker:
