Is it possible to see all issues from a Plan in the Dependency Report View regardless of if they have a dependency on another issue or not? IMHO WRT a Dependency Report: knowing if an issue doesn't have a dependency is nearly as important as knowing if it does have a dependency.
Example:
In the following screen shot, the Dependency Report View is showing four issues, however the plan also includes a fifth issue that is not being shown because it doesn't have any dependencies. I would like the fifth issue to also be displayed in this view.

In the dependency report, it is intended to show the linked issues only for an isolated report on the dependencies only, However, in the Plan on the standard view, you can set the "Dependency Style" to "Lines" here:
With this enabled the dependencies will be displayed in the timeline with the visible Lines to see the linked and unlinked issues together in a single view. Additional details on the setting can be seen in the documentation here:

This new view is not sufficient for our customer. They are looking for the older version view of the dependency report such as this screenshot:
How can we enable this view? I am an admin for our space and cannot find how to show this view for our customer.

The Live plan view is in the process of being deprecated and was removed from Jira Cloud on On July 31st, 2021, and the Server/Data Center Live plans will be removed from the next major update to Jira Software.

The dependency report you are looking for is part of the Live Plan view and there is not currently an option in the Jira cloud to enable the view. And will only be available in Server/Data Center until the next major update.
To get this feedback to the project team I recommend using the in-product feedback option from your plan in the upper right by selecting the question mark "?" help icon and select "Give Feedback", to get the information funneled to the correct location:
