If someone comes along and deletes one of your issues for whatever reason, you will have no idea who did it or why or when. You will have no idea the issue ever existed. When an issue is deleted, there is no log or history or information about what happened. There is no way to restore it (unless you have a backup somewhere).
We need to be able to have a log history at least. Additionally, there should be a way for an admin to access the entire ticket data -- no matter what. They should be able prevent deletion entirely and lock that down system-wide. It's an extremely frustrating experience that seems to have affected most users.
@robert.parker - Welcome to the Atlassian Community!
That’s why you should never allow anyone to Delete issues. Let them Discard or Abandon or whatever terminology you want to use for the final status. But never delete.
You should vote for this issue and follow it. There's a couple of workarounds there but not sure how helpful they really are.

And there's a way to prevent the problem - Just modify the Permission Scheme to not allow it. This seems to be more of a local problem than a Jira issue in my opinion. :-)

Voted. Thank you. That's the basic request right there. Especially if you are a user unable to modify permissions.

Totally agree. Disabling permission is not always a way out. We all need to have someplace in Jira where we can keep and restore deleted issues. So, my team has created such a place to save your data from losing it forever.
If you'd like to keep your data safe and sound, check out the Issue History app and its Keep Deleted Issues feature. Hope it will be helpful for you, and everyone who is looking for something like a trash bin for issues.

Robert, welcome to the Community. You can and should definitely disable delete permission for all but the system admin. deleting issues is just a bad idea except for a few scenarios.

Hi,
Our team at Bloompeak built Restore Deleted Issues app for this exact need. It is available for Jira Cloud.
It allows you to track, search and restore deleted issues.

Thanks! I agree that users should not be allowed to delete.
Unfortunately if you're not the system admin, then you have no power to change that behavior but could still be negatively affected by it.
Do you folks agree that Jira should at least log the event? For example:
User A deleted ISSUE-1234 at 2020-05-11 00:00:00:00
I would also go further to say that Jira should allow a system admin to recover deleted items. It should essentially be as if they were marked "closed > deleted".
I feel strongly that Jira could improve to prevent this problem all together
