Plugin that import issues from xml

Hi 

Is there a plugin that can import xml  and create new issues or update existing issues. Plugin "Elements Connect for Jira " have that options but can only import files from jira server , and we can't allow that solution. The best way will be import from issue , issues are created from email and have xml attachment , or some network folder.
