we are having a certain ticket type that has a field called "Location". The location is a list with lets say countries that are updatable by the Jira Admin. We are now searching for a method that a certain jira group (lets say Jira Project Admins) can edit that list (add new ones)? Do you have any idea if that is possible?

Practically speaking, there are two ways to do this.
You can use projects managed by the team so that the Project Administrator has autonomy over the custom fields;
You can use the Components field (can be managed by the project administrator) like this list if it makes sense.

I think then it would be the first option. Just to clarify: The Project administrators can be selected as a certain group of Jira users that are still not automatically Jira administrators, correct?

You can do this yes. The project managed by the team gives full autonomy to the people who have the role of project administrator. It can be a group or specific people.
