Possible to customize notifications?

May I know is it possible to customize email notifications for "Issue Assigned" and "Issue Resolved"? If yes, it will apply to all project or can be project based?

Does the notification support other languages?

in addition to @Alex Koxaras -Relational-  answer, that customization can be performed just on server instances.
