Predefined means, every time any user tried to create a issue, it should display some of the fields by default without going to configure fields ?
Being a Jira Project Admin / Admin.
whatever fields you choose when creating a issue same fields will be applied to all the other users, This is my assumption only.

While all of the linked Apps provides value they are not free and require payment.
Depending on how tight budget is and what you expect from a solution HTML links could suffice. When an user clicks on them the screen is pre-filled with data provided by the link.
On the other hand, you would need to place the link "somewhere", on a webpage, or in an e-mail - so, yes, it is a good solution but not the prettiest.
