Is there a global solution to prevent cloning a field's value irrespective of issuetype or workflow status?

It's indeed possible to exclude certain fields when cloning issues.

@Marlene Kegel - codefortynine , does this include functionality to clear custom fields that are single/multi select list fields? I see it makes mention of being able to clear checkboxes.

@Warren Kent , yes it is possible to clear custom fields that are single/multi select list fields.
Below is a screenshot of the Deep Clone Field Editor. I've tested both fields and verified that it worked flawlessly.

Unfortunately, it is not possible to prevent/select specific fields from being cloned when using the Jira Clone functionality.
We clearly understand how useful this functionality would be, so we created the following feature request to get this feature implemented in Jira Cloud application:
- Add Conditions, Validators, Post Functions to the Clone, Edit operations
Feel free to vote and watch the suggestion to increase its priority and also receive notifications about any updates.
As a workaround, there are some Marketplace apps that might add this functionality to Jira, like the one below:
