Instead of purchasing a plugin that integrates with Jira directly, can you recommend standalone pc software (either windows or mac) that can take the downloaded csv raw data from Jira and create executive dashboards?

You could consider a BI Tool - such as Tableau or PowerBI?

I'd consider linking these to Jira via the APIs though, rather than exporting/importing a CSV. This would allow you to reference the Issue History, and create significantly more powerful reporting.

A similar option within Jira would be to use a reporting app, such as EazyBI.

Your query is interesting to read and I'm waiting for an answer too. To my knowledge, as @Ste Wright mentioned, desktop power BI or Tableau will do that work for you.

We have an enterprise license and it would take months to acquire a product that requires integration with Jira. A faster solution is for our small team to purchase a PC based product (excel also works) to download data in csv format and export it into a tool for executive dashboard reporting. Please advise.
