There used to be a dashboard that would give an overview of each user and the number of issues for him/her. Where I can find this information now?

If you’re open to solutions from the Atlassian Marketplace, you’ll have a number of options available for more advanced user-level views and reports. As an example, this is how this could look using the app that my team and I are working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a number of advanced features, including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting.
With these, one can create views and reports like the one above in just a couple of clicks. (You can also view and group by any other issue fields, configure different sum-up styles, etc. etc.)
