Question about a sample question in ACP-620

I am trying to get a better understanding of the answer for one of the sample questions for ACP-620.  The question is 02.2385.  It states:

DAPPS is a team-managed project where Project access is set to Private.

Belle Sebastian is a Scrum Master for the team.  She can access the project and confirms that she can view issues and edit them.

The team needs her to help manage sprints for their board, but she cannot see or access the board.

What must you do to fix this?

The answer is "Request a change to her product access."  The explanation is "People in the Members Role can already Manage sprints but it requires product access to Jira Software.  Granting her Jira Software product access will fix the problem."

The question states that she can access the project and confirms that she can view issues and edit them, so that would mean she already has product access.  How is this answer correct?  What am I missing?

To be able to access projects and view issues requires product access only for Jira Work Management.

To be able to access an Agile board one must have product access for Jira Software. 

Agile boards and associated reports are features of only the Jira Software product.

Product access to the Jira Work Management product enables you to access projects and view the issues (in both Work Management and Software projects). However, with only Jira Work Management product access you can't access functionality that belongs strictly to the Jira Software product - namely Agile boards and associated reports.

Since the user is able to access the project and see the issues we know the user has Jira Work Management product access.

Because the user can't access the agile board we know the user does not have Jira Software product access.

So the user needs to be granted Jira Software product access in order to be able to access the Agile features.

Trudy, thank you for the explanation!  I would have never figured that one out on my own.  I tested it out with a coworker and see that as a service desk user she was able to just see and edit the issues in the Jira software project, but not any of the other features (board, backlog, roadmap, etc.)

The issue here is the specificity of the question, what this points out is that she currently hasn't been granted access to the Jira software hence the reason she can't access the board. 

In Jira, you can do this by navigating to user management in settings, if you are an Admin, and then click on the user to see what access and be granted to them and in this case Belle Sebastian will need to be granted the Jira Software access. 

Once that is done, she will then be able to access the board.

It's confusing, but basically in this scenario, they are saying that there are multiple applications in this instance. Belle had access to, let's say Jira service management giving her the ability to browse and edit the issues in the project. Since she didn't have access to the Jira Software application she could still see the projects and all that, but was not able to use the tools that come with Jira software.
