Hi Clara,

Unfortunately, such functionality still not implemented in Server/Data Center Jira and available only via 3rd party plugins.

However, you can use the plugin I have developed: API Tokens for Jira

Oh, sorry.

Missed the version in your requirements.

So my plugin will not help you, cause it supports Jira from 7.2.0
