When I create a new Software Project, it adds one of my users with a Role of "Developer" and also the jira-administrators group as Role "Administrator". The user is the same every time it seems. I can't figure out where this setting comes from.

Go to Admin and use the search function to look for "project roles". In the list of roles, each has an "edit" option which should lead you to some settings - the one to remove is the "default members".
That got me close. It looks like there is both an "edit" and a "Manage Default Members" option. Apparently someone added a user to that default group when the system was initially setup.
