Receive a notification even if the "Do not notify me" option is enabled

I want to create a projet with a mail handler and I want to make sure that all users receive a notification when they create a ticket via email, even those with the option "Do not notify me" set. Is there a way to bybass this option?

No, they've chosen not to get notified on their own changes, so the mails will not go out.
