Hi,

How can I set the reporter as fixed person?

For example, I want to create 10 issues but one person will be the reporter so I want everyone know that only this person is the reporter. 

Is this an automation rule? If it is, how can I do this?

Huseyin, you could always set the reporter in a post function on the create transition.  This would make sure it's set as the correct one.  After that, make sure the field is not on the edit screen so it can't be changed.
