when i pull up my Scrum project I only see a few reports (about half) and not the total list shown in Jira training (for example, missing the Sprint report, epic report, etc). Is this a setting controlled by the project administrator?
Is creating custom reports a standard capability for all users or is that also controlled?

It depends what type of project your are using. In a team managed project, there's fewer reports than in a company managed project. Moreover, they are not necessarily visible. In project settings > features you can toggle on/off reports to show more/less.
In a company managed project, the list of available projects is related to the board you configured. A scrum board has the most extensive list of reports available. On a kanban board you will only see the control chart and the cumulative flow diagram.

Hello Walter, I'm having a similar experience. We have a scrum board and have reports enabled, but Epic report is not listed as an option. The options that we have are:
Burnup report
Sprint burndown report
Velocity report
Cumulative flow diagram
Cycle time report
Deployment frequency report
Any thoughts on why It's not showing or any suggestions on how to resolve?

That is because your board is in a team managed project, @Nicholas Curry - and welcome to the Community, by the way. The feature list in team managed projects is more limited than in company managed projects.
If you want to use epic reports, you'll need to use boards attached to company managed projects instead.
On a side note: please post a separate question in the Community rather than adding additional threads to old questions next time. I just saw this one come in by shear luck, but your chance of getting an answer is much bigger if you post a new question instead. Also, products change (significantly) over time, so mixing old and new content may become confusing for people scrolling through these topics looking for solutions.
