We are assessing JIRA for one of our clients.
As part of the assessment, we are trying to understand if JIRA allows us to create reports at a portfolio level instead of individual projects. If yes, how to do that?

At this point, we are still in the product assessment phase, so we have not finalized the plan. Most probably, we will go ahead with one of Premium or Standard plan, but this is yet to be confirmed.
Expected Reports at the portfolio level would be - Project(s) Performance, Timelines, Resource Utilization across projects etc.
As we understand, a 'portfolio' would be a group of projects in JIRA.

Which subscription plan are you considering for Jira; Standard, Premium, or Enterprise?
What type of report are you trying to create, specifically?
How are you expecting to identify the contents of a "portfolio" in Jira?

If you consider a portfolio to be a group of Jira Project you will need the Premium subscription to have access to Advanced Roadmaps, if you want to use native functionality.
The Standard plan has Basic Roadmaps functionality which supports creating roadmaps that include only a single project. The Premium plan includes Advanced Roadmaps which allows you to create roadmaps that cover multiple data sources (filters/boards/projects).

Alternately there are third party apps that provide portfolio management and reporting capabilities.
