Restrict Permission Schema Change

How can we restrict specific permission schema even by admins?

We create custom permission schema for high sensitive project, but admins can change permission schema and add themselves. We want to restrict to change permission schema.

You can not.  Administrators, by definition, should be able to administrate the system, and permissions are one part of that.

Can we grant specific admin user to change and restrict any other? what I mean that different permissions for changing permission schema?

No.  An administrator needs to be able to administrate.
