I need your advice and help.
We are studying the issue of restricting external users ' access to projects. We want to set up a Dashboard for an external user so that they can only see the parameters of a specific project from the link. But how can I limit the user's ability to go to the project itself?
In other words, we would like to show the Dashboard of the project, but not allow the user to access the project itself. how do I do this?

A dashboard is a visual representation of an issue filter. To see these results, a user needs to have at least read-access to the issues, controlled via the "Browse Projects" project permission.
So the Dashboard's results and access to the project are coupled.
What is it you're looking to expose to external users? You might want to consider a reporting or BI tool to visualise the data if granting them project access isn't feasible.
I think this might be possible using EazyBI - see this page in their support documentation.

We want to show the project execution process in General. This kind of General infographics - the number and status of tasks, the activity feed for the project, the ratio of completed tasks to those in the queue and those that are ready.

I'm afraid for these the native Dashboards won't allow for this - for the reasons mentioned above in regards to permissions and issue visibility.
You would need to look into utilising a report tool which can visualise this data externally - like EazyBI :)
